Because Charge Anytime "Off-Peak" != Economy 7 "Off-Peak".

Economy 7 has always had fixed hours. Charge Anytime is opportunistic and tries to take advantage of every possible cheap period to run.

I only have econ 7 heati g and pay now, just reduced to 23 per unit so your argument does not work as it is per unit used not who uses less

so you already get cheaper electric being on economy 7. So the same question could be asked of you by non-economy 7 users. why do you get cheaper electric to heat your home than I do?

E7 is a win-win solution for both generators and consumers of electricity. There is less demand for electricity at night, so generators are grateful for any move that shifts consumption out of peak time to the quiet hours. They discount the price as an incentive and charge a bit extra during the day, the same mechanism that makes rush-hour train tickets more expensive than those at other times. For the consumer with electric heating, it makes sense to buy and store cheaper energy during the night to be used during the day. It only pays, though, if the off-peak consumption is more than about a third of the total, because of the higher price they have to pay during the day.
