Vehicle and charger integration is handled by Enode who provide a set of APIs for companies like Ovo to use in their apps. Enode currently allows integration and control of over 1000 cars, chargers and other energy related devices. The Kia Bluelink software links Kia cars to Enode. So, it’s a three way relationship and the issue is the link from Kia to Enode. Enode rate each device with a reliability index from 1 (excellent) to 3 (unreliable), and Kia get a 3. Kia is not actually in beta - it’s just unreliable. 
Basically Enode need to work with Kia to improve connectivity, however, I think that Ovo could maybe give Enode a nudge!

Have a Kia ev6 and a sync2 home charger , can't get anything to work for scheduled EV charging at all. Can charge no problem and set schedule on sync charger and will work fine but does not receive charge anytime EV rate .

Kia connect app and OVO energy app both connected but won't initiate charge as charger does not seem to display as plugged in in Kia app ? 

So if can't find a resolution I think I will need to ditch OVO any help greatly appreciated

To me it sounds like an issue between the Charger and the Kia - if the Kia app isn’t showing as plugged in, you’ll need to take it up with them as there’s nothing OVO can do about this.

I'm really sorry to hear that you’re having trouble scheduling a charge! If the charger isn’t showing as connected on Kia Connect, it might be a good idea to reach out to Kia for help with the connectivity issue. You can swing by your local dealership, and they’ll be happy to test it with you right there. Alternatively, you can check out other contact options on the Kia website.
