My smart meter is recording electricity usage even when all appliances and all circuit breakers are switched off.

Where are you seeing this usage recorded?

Are meaning on your actual meter, or your In Home Display, or possibly looking at your daily Balance in the app or web portal?

If you are looking at your IHD with the display in £’s then even if you are not using any electricity at all the balance shown on the IHD will still go up each day by your Standing Charge amount.

If you are looking at your daily balance on the app or web portal then that will also increase daily by the Standing Charge amount.

If you are meaning something else then please give more details.
