OVO Smart Meter fitted- Off-peak circuit always OFF?

Hello,

I'm an ex-SSE customer that was migrated to OVO in June 2023.
I had a new smart meter fitted on the 16th of December 2022 by SSE and since then I had an issues with the Economy 7 tariff.

Initially, all appliances connected to the off-peak rate circuit (port 5) were always ON instead of turning on and off during rate changes.

After contacting SSE support and later on OVO support multiple times, on the 17th of July 2023, OVO sent an engineer that supposedly fixed our issue but instead it changed to the opposite way:
All appliances connected to the off-peak rate circuit (port 5) are now always OFF during both peak and off-peak hours.

Our heating system consists of storage heaters which are all connected to this off-peak circuit so we are now effectively without heating.

We contacted the OVO support multiple times about this issue with no luck.
They sent multiple emergency and non-emergency engineers and none of them was able to fix our issue beside worsening it on the 17th of July.

By going through other posts on this forum, I came to the conclusion that our problem is probably due to a misconfiguration of our smart meter that could be fixed remotely by OVO, specifically the ECAUL and ALCS config via SMETS commands.

I tried to mention this possible fix and those commands multiple times during phone calls and chats with support but they don't seem to understand what I'm talking about or flat out ignore it.

 

Both yesterday and today they sent an emergency engineer that as aforementioned were unable to do anything about it and told us to ask for an OVO engineer.
I tried this but the earliest would be the 29th of January which is ridiculous as we would be without heating for 2 more months during winter.

I’m not sure what to do at this point. I also raised formal complaint through the webchat but that seems not to do anything.

Sorry for the issues you’re having, 

 

It might be worth speaking to the support team via webchat and sending them this topic. It is something we’ve seen on the Forum several times but might not be something agents are aware of.

 

They need to ask smart support team to send the ECAUL command to update the ALCS configuration.

Thank you for clarifying LC1 and LC2.  There is no external contactor outside or next to the meter.  I have to just assume in this mode we get both the Peak (Normal) Power as well as the Off-Peak Power (which feeds the Off-Peak CU in my apartment).  For sure exactly at 07:00 I heard a click and display changed (good news). 

FYI - this meter was also installed at the same time I originally had a go at smart meter (May 2022).  I know that this apartment also lost its Storage Heating System functionality.  I guess perhaps over the last two years the supplier has sorted the meter out for them as they have heating system working.

To be honest I was expecting to see the display to look like this during the Off-Peak Time (i.e. both switches closed);

So, I was a bit surprised that it looked like the image above (I o-o LC1 & LC2).  I did quickly checked two more Aclara SGM1416B, they were showing the same (I o-o LC1 & LC2). 

My main concern is that OVO will install an Aclara SGM1416B for us - at midnight we find out it is NOT pre-programmed correctly, and we lose both Heating and Hot-Water :-(  Since there is no WAN then there is no quick solution, we will potentially suffer for days/weeks (I note from reading lots of pages of information in this forum that even with working WAN it has, in some cases, taken OVO weeks and months to send ECAUL to correctly set ALCS).

I believe this Terminal Arrangements for Aclara SGM1416-B shows both Meter internal 100A contactors (Peak and Off-Peak), I guess LC1 and LC2 are references to these.

Sorry to jump back into this thread. This has been the most helpful place for advice since my issues began! 

I did get my meter reconfigured to enable E7 a few days ago and at 23:30pm the off peak activates and at the same time the neon light on the Dimplex Quantum off peak switch now lights up. However 30 minutes later at midnight the neon light on the switch turns off and the storage heater hasn't charged at all yet. I've checked and double checked that the heaters settings are all correct. I am just wondering if this is a meter issue or something i need to contact an electrician to look at the heater for? My understanding was that the off peak switch next to the heater lights up when there is off peak energy available to use so it shouldn't be switching off until 7.30am in the morning, not at midnight?

Before you get an OVO engineer and/or call an electrical contractor which makes the issue more complex I suggest you need to take three photos of the display unit on your meter as follows.

  1. First one  just before 23:00
  2. Second one immediately after Off-Peak has come on (after 23:30) when Dimplex Quantum lights turn on
  3. and the 3rd photo as soon as Dimplex Quantum lights turn off

I would expect to see these photos to be similar to the ones I have attached here in the same order i.e. 1) Off Peak off, 2) Off-Peak comes On and then 3) Off-Peak goes off.  If this is the case then the issue is with the Smart Meter and shows it is not correctly programmed for your E7 tariff.

If your meter has communication with DCC and OVO then the solution is very simple and OVO can send a remote ECAUL command to set the ALCS of your meter for E7.  

If there is no communication between your meter and DCC/OVO then I guess OVO needs to physically change your meter with a new one which is pre-configured for E7 as a default.

For sake of completeness if on the other hand the 3rd photo looks like the 2nd then I believe the problem could be with your heating system as this shows the meter is providing you with the off-peak power.

So, another sleepless night is coming up! But, then these photos would help to get the right advice from the forum.

So at 23:30 the meter changes to off peak and the off peak light for my quantum storage heater comes on and the meter symbols say LC1 LC2

 

30 minutes later at midnight the off peak light on the heater goes off and the meter symbols are back to how it looks during the day. 

Does this seem like an ovo issue? It took me 2.5 months of almost daily back and forth and being told all sorts of false information and getting no where and a complaint (and lots of help from the lovely people on this forum) before they finally reconfigured my meter and closed my complaint saying they could see from their end that it was indeed functioning correctly now. Now it's nearly December and i still have my children in a cold house. It's infuriating now.  If it looks like its not been set up properly then i'll re-open my complaint and go from there i guess.

Good job. Now, we can all see, without any doubt, that the meter cuts off the dedicated Off-Peak Power after approximately 30 minutes.  For E7, it should stay on until 06:30 (mine works between 23:30 to 06:30). I believe this is to do with the meter and nothing to do with your Dimplex Quantum Heaters. 
 

I am sure with these photos the OVO TEAM on this forum can see the root cause of the problem is the meter, hopefully, they will now reach out to expedite the solution suggested in my earlier note above. 
 

You have not confirmed if the meter is able to communicate with OVO System. Can you establish this? If you cannot figure this out yourself maybe if you call OVO they can tell you if they are able to read your consumption remotely (or you have to provide readings to them). 
 

Let’s hope OVO will reach out. 
 

The earlier photo of the meter you sent is not very clear but it seems you have EDMI Standard 420 Communication Hub (CH).  Please add a clear photo of the CH. How often the Green LED Light for WAN flashes? About every 5 seconds?
