Can an OVO account be transferred to a new tenant?

No you can’t transfer energy accounts between tenants.
The leaving tenant should close their account, and you should open a new one when you move in.
(You wouldn’t want any debt the previous tenant owes on the account balance transferred over to you would you? And yes there can be debt on a PAYG meter/account).

Tip- Take photos of the readings on the meters when moving in and before you start to use any electricity or gas.

You can also if you with have the PAYG changed to Direct Debit or Pay On Demand.

I’m glad to see Nukecad has already stopped by with some really helpful advice here. 

Supply shouldn’t be shut off during the previous tenant and yourself, when you have a move in date, you can set up your own account from that date, avoiding debt or taking on anyone else’s.
