This sounds like a ruse to get a smart meter installed, even if the customer does not want one: “Oh, your meter needs recertification – oh, it’s failed recertification – oh, we can’t replace it with a non-smart meter, because there aren’t any – oh, never mind, here is our lovely new smart meter that you never wanted!”

It’s easier to reply to you if you keep to one thread.

Long story short, meters - just like everything else - wear out over time to the point where they’re no longer accurate. Recertification checks they’re still measuring properly. If they are, they stay on the wall. If they’re not (as in too many of that model fail the checks) they ALL come off the wall.

This is a legal requirement - you cannot bypass it as a customer. In fact, it’s been a legal requirement for 40+ years - WAAAAAAAAAAAAAAAAAAAAAAAAAAY before anyone even dreamed up the idea of Smart Meters.

This is common practice nowadays. We've moved on to newer smart meters that provide additional benefits for our customers and no longer install non-smart meters.
