How do I add my partner to my account? He will be entitled to the Winter Pensioners Allowance?

Just in case that’s not the scheme you meant and you were talking about the Warm Home Discount, then you’ll need to make sure they are on the account to make sure that entitlement is met. The Winter Fuel Allowance, BTW it's now called the Winter Fuel Payment, for pensioners is paid by the government directly into the bank account that your State Pension is paid into.
(You can spend it on anything you want to, not just fuel).
So to get the pensioners Winter Fuel Payment there is no need for his name to be on the electricty account.
