My engineer never mentioned any offset, but I can confirm that my IHD reports tariff changes at the official times.

Forgive my stupidity but I was under the impression that the IHD is a remote extension of the meter and that their timing would be synced ie that the IHD was giving me the actual meter info at any given time.

How silly of me to think that. 

 

I don’t think that’s silly or stupid - in fact, quite the opposite!

Do you have an auxiliary load control switch to turn on e.g. storage heaters? If so, do they turn on at precisely the “official” times? An offset could, I think, be as short as a few seconds, so might be difficult to detect.

I don’t know. What would it look like? I do know that the storage and the water heater get switched on and off when the tariff changes but I’ve never observed a delay - not that I thought to look for one until now

The ALCS is in the bottom of the meter, and the circuit it switches on and off is the brown one closest to the camera in this picture; you can just spot the three coloured collars on it labelled L
  

 

The delay (“randomized offset”) applies both to the change of tariff from peak to offpeak and vice versa and to powering the switched circuit. As AG17 says, it could be anything from a few seconds to half an hour, although I think someone imposes a higher limit of ~15 minutes (perhaps 999 seconds, if the installer only enters three digits as his part of the equation).

Perhaps the easiest way to determine the delay is to watch the IHD from the moment the offpeak period is supposed to start. It may show an amber or red traffic light as the heaters switch on; when that happens, note the time on the IHD’s clock. The delay is baked into the meter, so it won’t change.
