I’ve just noticed my storage heater coming on at 930pm instead of 830. Does OVO not do anything to ensure consistency in the on/off times following a clock change?

The majority of meters - and therefore timings - do not move with BST. Therefore what you see as your off-peak timing does appear as a change due to BST.
