Tesla not reaching 100% with Hypervolt Pro 3

I have a brand new Hypervolt pro 3, set to a smart schedule charging period. Using charge anytime. The period begins at 11pm and ends at 7am. 
 

When I plug in the charger, both OVO App, Tesla app and Hyper volt app all have the same charging schedule and all are set to charge to 100%. 
 

the OVO app states that the charger will start, in time to allow the car to finish by 7am. But the charger never gets the car too 100%, always stopping at some point in the 90s.  
 

the charger is often delaying starting until 1 or 2 am, but then not getting to its desired level. 
 

anyone experienced this or have any idea how to ensure the charger gets the car too 100%

I was wondering whether it might be the battery management system in the Tesla - it may be that the battery is currently set to only reach 80%, for example. I found this video online that shows how to change this setting:
