Meter board and fuse setup looks far too complicated

Hi all, I moved in to a house about a year ago, where the meter board and fuse set up seems complicated. And some things not used, for example, there are two electric meters. One is payg- which I don’t use/haven’t used. And the other is the normal one that I do. Anyone seen anything like this before?

It looks to have been a hotel or guest house at some time - there are labels there for ‘Bedrooms’ and ‘Public rooms’.

Maybe one meter was for the owner/landlords own accomodation and the other for the lettings side?

There are hints of a former 3 phase supply there @Ngw1983 

(3 fuse carriers on the feed in)

but that has been converted to single phase but with 2 branches. 

Old style mains isolators and circuit fuses (for fuse wire) so this won’t comply to current regulations. 
It would be interesting to know the history of the building
