Will a ovo engineer come out to check if there is a fault with economy 7 working the electric hot water heater as it keeps tripping the thermostat so we have to reset it.Plumber as checked it & says it could be electrical fault

Simple answer... No.

 

The fault is almost certainly on your side of the meter so you need to get an electrician to fix it. It sounds like you have a fault with the immersion heater.
