The house has had a diversion circuit installed as the entire house needs to be rewired, and therefore a smart meter can’t be installed at present - however every time we call this is the only option being given.
What help can OVO give to us? As it stands, the reading includes work which is part of the claim and the electricity bill will be paid at the end of the works, however OVO are now threatening us with debt recovery action.
Firstly sorry to hear about your burst pipe, it must have been serious to render an entire house uninhabitable.
However if electricity is still being used during renovations that that usage will need to be paid for as normal.
With or without energy being used the Standing Charge is still clocking up everyday and is still payable.
You say that “the reading includes work” which indicates that power being used is indeed being supplied through the current meter and is registering readings which can be sent to OVO, and also meaning that the current meter could be replaced with a Smart Meter..
Your issue seems to be with estimated bills, which could easilly be solved by supplying meter readings, either reading them yourself or by getting the workers (foreman?) to read them for you and then you passing them on to OVO.

I’m sorry to hear this. It seems one of our forum volunteers has already given some advice here. Just to add to it, I’m afraid that unless you give regular meter readings you would continue to get estimated bills.
Are you currently paying your bill by Direct Debit? If not, you’d need to pay off the entire bill every month or you’d automatically receive these debt recovery letters.
