I am having batteries installed on the 19th Jan and my question is, is it worth going to eco7 to charge them overnight in the winter so I get next day at cheap rate until proper time of use tariffs become available?

In common with other Electricity Suppliers, OVO's daytime tariff is higher per kWh if you also have E7. So there is a "break-even" point which will vary according to your annual usage.
As you haven't (yet) filled out your Forum Profile, I can't make specific comments about Smart Meters, renewable-energy input and geographical location. However this can influence decisions you make about battery installation.
